Ladies and Gentlemen,

Dear Red Cross and Red Crescent friends,

This 31st International Conference of the Red Cross and Red Crescent convenes under the slogan ‘Our world – your move, for humanity’. For our common humanity; for the world we share and which again faces enormous challenges – wars and conflict, environmental threats, financial crisis, food shortages – to mention but a few. These challenges threaten not only the functioning of governments but also organizations like ours and – perhaps even more important – the everyday lives of people, in particular the most vulnerable in our societies, who ultimately, as a rule, end up paying the price for all hardships.

This gathering of Governments and National Societies of the Red Cross and Red Crescent as representatives of civil society is unique, in the true meaning of the word. Nowhere else, in no known structure, do these parties sit together, next to each other, on an equal footing, as equal partners, to analyze and discuss common humanitarian concerns.

Further, this happens in a setting, in which political controversies and interests are left outside this building, which contributes to an environment that is not exactly everyday practice, especially for representatives of States. The fact that it is the Red Cross Red Crescent Movement that sets our agenda, adds to the uniqueness of this Conference.

Reflecting on how this is possible in today’s so often divided world, leads me to the concept of trust. Trust in each other, trust between individual states and National Societies, trust in an open and honest dialogue, where no party is expecting to be taken advantage of or used for narrow political gains – in spite of the political agenda of governments and the humanitarian priorities of the Movement.

The aims of this Conference are to strengthen humanitarian law and local humanitarian action. I want to underline the word strengthen. In public perception, both mentioned areas of work are already intimately linked to the Red Cross Red Crescent. In the past, this Conference has been instrumental in developing humanitarian law, in emphasizing the importance of adhering to it and ensuring it stays relevant in the situations it is intended for. In the same way, the work of National Societies, reaching the smallest and most remote communities in every country of the world, is almost a synonym for humanitarian action in people’s minds.

We come back to trust: the Movement enjoys the trust of beneficiaries, as well as of donors, supporters and partners that it will stay true to its fundamental principles, especially to humanity, impartiality and neutrality, in all its actions. As a matter of fact, the Red Cross Red Crescent is seen as the ‘public good’ all around the globe. This I have personally experienced when witnessing a variety of situations where trained volunteers, proudly carrying our emblems, have met people in need – such as migrants landing on the island of Lampedusa, victims of earthquakes and floods or drug users rescued in the streets.

In spite of impressive achievements, there is always room for improvement – as with everything in life. The issues we will discuss and deliberate upon during the next 4 days will in the end clarify what exactly we aspired for when setting strengthening as an objective – and you will be vital architects and contributors to that development.

La Conferencia precedente, en 2007, logró hacer avanzar considerablemente la agenda humanitaria. También demostró con fuerza que las grandes preocupaciones humanitarias son prioridades que compartimos todos, tanto los Estados como nuestro Movimiento. Otro hito fue el reconocimiento de las Sociedades Nacionales de la Cruz Roja y de la Media Luna Roja como auxiliares de los poderes públicos en el ámbito humanitario. Esta función no sólo se sustenta en razones formales y jurídicas; un mandato de este tipo resulta tal vez aún más de la dimensión de nuestra labor a nivel nacional, regional y mundial.

Nuestros Estatutos exigen que, para obtener el reconocimiento del Movimiento, una Sociedad Nacional preste servicios en todo el territorio de su país. Pero aún más importante es que podamos tener acceso a las personas vulnerables que, por cualquier motivo, necesitan nuestro apoyo y nuestra asistencia humanitaria. Esto hace que el Movimiento sea un asociado indispensable para los Gobiernos, tanto para hacer frente a calamidades y desastres y para reducir el riesgo de desastres naturales o el impacto del cambio climático, como para movilizar a las comunidades mediante actividades de promoción de la salud y de lucha contra la discriminación y la intolerancia. La gama de actividades es amplia, y varía de un país a otro, de acuerdo a las necesidades y prioridades locales. Nuevamente, la función de auxiliar se basa en la confianza: en la confianza de las autoridades que tratan de ofrecer servicios eficientes y necesitan asistencia, y en la confianza de los beneficiarios, que saben que la Cruz Roja/Media Luna Roja es un proveedor de servicios fiable.

En el marco que ofrece la función de auxiliar, una buena cooperación entre las Sociedades Nacionales y sus respectivos Gobiernos puede, sin duda, fortalecer la acción humanitaria a nivel local. Millones de voluntarios aportan su energía, contribuyendo a movilizar los recursos que yacen tal vez ocultos o adormecidos en las comunidades que los rodean. Hemos escuchado hace poco que en Burundi se lleva a cabo una notable labor de este tipo. Hoy tenemos entre nosotros a varios representantes de ese país, acompañados de voluntarios igualmente comprometidos, que dedican su tiempo y su atención a las personas, que dan un rostro y un nombre a la humanidad. Rindamos homenaje a esos voluntarios, cuya valía es enorme, no sólo por el valor intrínseco de su humanidad, sino también por el valor económico que representa su aporte. No es posible subestimarse su contribución a la sociedad. Ellos personifican lo que formuló así Albert Einstein: “Sólo una vida vivida para los demás es digna de vivirse”.

Cuando los Gobiernos y las Sociedades Nacionales de la Cruz Roja y de la Media Luna Roja trabajan juntos en cualquier operación de asistencia humanitaria, afianzan sus lazos. Su cooperación puede expandir las fronteras; lo hemos visto en desastres de gran envergadura y en operaciones de respuesta a las necesidades humanitarias en conflictos armados y disturbios. Un sobreviviente del terremoto en Turquía, o en Haití, o una víctima de las inundaciones en Pakistán o de la sequía en Somalia pasa a ser un vecino que necesita ayuda; también un hombre, una mujer, una niña o un anciano que sufren durante los conflictos que socavan la seguridad de sus vidas y los convierten en individuos vulnerables que necesitan ayuda y protección. Los Gobiernos conocen la capacidad del Movimiento para canalizar la prestación de asistencia a través del mundo y le otorgan su confianza.

Pueden fortalecerlo aún más si se dotan de marcos normativos nacionales para facilitar las acciones internacionales en casos de desastre o suministrar recursos para programas locales en su propio entorno inmediato.

Mesdames et Messieurs,

Le travail humanitaire ne se limite pas à la protection et à l’assistance. Il contribue également, ce qui est tout aussi important, à bâtir un monde sans peur ni préjugés. Comme nous ne le savons que trop bien, l’une mène à l’autre – la peur est à l’origine des préjugés, de l’intolérance et, au bout du compte, de la discrimination et la xénophobie. La violence entraîne la violence. Les volontaires de la Croix-Rouge et du Croissant-Rouge, et en particulier le grand nombre de jeunes parmi eux, qui sont motivés par les Principes fondamentaux que vous venez d’entendre, sont également les messagers d’une culture de paix, d’une meilleure compréhension et acceptation entre des cultures et des peuples différents, d’une résolution des conflits et des différends par le dialogue.

Le slogan de la Conférence nous engage à agir, pour l’humanité. Or, comme le dit le vieil adage, le changement commence chez soi. Ces prochains jours, nous pouvons amorcer un changement dans tous les domaines dont nous allons discuter et débattre ici. Nous sommes des chefs de file, des leaders, et nous pouvons montrer la voie à suivre. Laissons-nous inspirer par le pouvoir de l’humanité, par la contribution que chacun d’entre nous peut apporter pour les millions de personnes qui, chaque jour, ont besoin de notre aide et de nos services, et pour renforcer le pouvoir de l’humanité. Comme l’a dit Winston Churchill : « N’abandonnez jamais, jamais, au grand jamais ». ‘Never, Never, Never Give Up’.
